Following a vote by the European Commission on 15 December 2016, roaming charges in the European Union are expected to be abolished by June 2017. While the European Commission (EC) believed that the removal of roaming charges would promote entrepreneurship and commerce, mobile operators had doubts about these changes.  International mobile roaming is a service that allows mobile users to continue to use their mobile phones or other mobile devices to make and receive voice calls and text messages, surf the Internet and send and receive emails while visiting another country. On 19 February 2020, Bolivia, Colombia, Ecuador and Peru voted, within the framework of the Andean Community, to abolish roaming charges between them. The agreement is expected to begin in 2022.  In the United Kingdom, major network operators typically send text notifications to let users know that they are now subject to international rates, so it is clear when this applies. Data charges for roaming abroad in the UK vary depending on the type of telephone contract (either paying while you are going or monthly contracts). Some airlines, including T-Mobile and Virgin Mobile, do not allow payment if you go to customers to take advantage of international roaming without having to buy an international “Add on” or “Bolt on”.
 Network elements that belong to the same operator but are in different areas (typical location where local licensing is common) depend on the switch and its position. Therefore, software changes and greater processing capacity are needed, but beyond that, this situation could introduce the fairly new concept of roaming on a msc basis rather than by operator. Overall, international roaming is the simplest [ever?] with the GSM standard, as it is used by more than 80% of mobile operators worldwide. But even in this case, there may be problems, because countries have assigned different frequency bands for gsm communications (there are two groups of countries: most GSM countries use 900/1800 MHz, but the United States and some other countries in America have assigned 850/1900 MHz): for a phone to work in a country with another frequency allocation, it must support one or both frequencies of that country and therefore be sort or quad.
